LEGAL POLICY AS A MODEL OF STRATEGIC LEGAL GOVERNANCE

Abstract
This article is dedicated to the theoretical and legal analysis of legal policy as a model of strategic legal management. The subject of the article is the content, structural elements, implementation mechanisms, and the system for evaluating the effectiveness of legal policy. At the same time, the primary goal is to substantiate legal policy not only as a phenomenon related to regulatory activities or law enforcement, but also as a comprehensive management system aimed at the strategic direction, coordination, and evaluation of legal development. The article analyzes the theoretical evolution of the concept of legal policy, its internal structure consisting of goals, principles, subjects, means, implementation mechanisms, and performance criteria. As a result, it was established that the effectiveness of legal policy depends on its scientific validity, systematicity, multi-subjectivity, consistency, and the nature of governance based on constitutional values. The scientific novelty of the work is that, based on the author's approach, legal policy is defined as a scientifically grounded and result-oriented activity of state and public institutions aimed at the strategic management of the legal system. Additionally, legal policy was viewed as a holistic strategic management model that serves to modernize the legal system, improve the quality of legal decisions, and strengthen the sustainable legal foundations of state and society development.
