PARTICIPATION OF NON-GOVERNMENTAL NON-PROFIT ORGANIZATIONS IN THE IMPLEMENTATION OF THE SOCIAL FUNCTION OF THE STATE REGARDING YOUTH

This article provides a systematic analysis of the institutional and legal frameworks for cooperation between state bodies and non-governmental non-profit organizations (NGOs) in implementing the state’s social function and guaranteeing the rights of youth, within the context of the theory of state and law. The article offers a comprehensive scientific assessment of the evolution of state youth policy in Uzbekistan, particularly the institutional and structural reforms from the “Kamolot” youth social movement to the Youth Union of Uzbekistan and the Youth Affairs Agency. Furthermore, the role and legal status of youth organizations in ensuring social stability, establishing systematic public oversight, and conducting effective social monitoring within state social policy are examined through the prism of the experiences of advanced foreign countries and national legislative norms. The author formulates significant scientific and practical conclusions aimed at elevating social partnership relations to a qualitatively new level. Specifically, substantiated legislative proposals are put forward to improve decision-making processes, based on the conceptual principle of “youth interests through the eyes of youth”. These proposals include legally introducing a mechanism for mandatory public expert review of draft normative-legal acts that directly affect the lives of young people, fully digitalizing the exchange of interdepartmental socio-statistical data, and strengthening public participation.
