The article considers the theoretical, methodological and legal grounds for defining concepts related to disability, defines the boundaries of youth age, and presents their interpretation by international organizations and scientists. By identifying the stages of formation of the concept of disability and approaches to its understanding, the process of transformation in the context of globalization of the concept of disability in view of the influence of disability models is justified. Its inconsistency is discussed and a new vision of the problem of defining disability is proposed, taking into account the characteristics of young people with disabilities as a separate social group. The change of the term in the normative legal documents of the Republic of Uzbekistan in relation to children and young people with disabilities was studied in detail.
