This article presents the role and significance of social cohesion technologies in the formation of the social infrastructure of small cities. This article discusses important aspects of the study of small towns, support and stimulation of social sphere in the economic, political, legal, spiritual, educational and other activities of the population, the pandemic COVID-19 and the global economic crisis with a direct impact on the social sphere in small towns, the results of the study socio-economic impact COVID-19 together with the "Centre of economic research and reforms", World Bank and centre development strategies in small towns of our country, where it is important to effectively implement the innovative “Smart city” technologies or plan and successfully implement innovative projects in these regions in the areas of “safe city”, “smart meters”, “Smart transport”, “smart medicine”, as well as topical issues such as the level of poverty.
