The article discusses a unique system used in Uzbekistan – mahalla and the “Mahallabai”work system, the many-thousand-year history of mahalla, stages of development, as well as how torealize human potential, manage and develop mahalla, and improve the management competenciesof civil servants on the basis of this system. On a scientific basis, the mechanisms of activity aimedat ensuring professional training, improving the knowledge, skills, qualifications and worldview ofmahalla employees, as well as developing their competencies in working with the population and thepublic, interpersonal communication, stress resistance, persuasion, and document management wereconsidered. Today, the activities of the republican, regional and territorial councils for the furtherdevelopment and support of mahallas, as well as further strengthening the mahalla work system, theactivities of the mahalla “sevens”, and mechanisms for promoting national unity were discussed.
