EVALUATION OF THE EFFECTIVENESS OF EMPLOYMENT POLICY: FROM PLACEMENT TO SUSTAINABLE LABOR OUTCOMES AT 6 AND 12 MONTHS

Abstract
The article proposes an outcome-based method for evaluating employment policy by tracking individuals 3, 6 and 12 months after training or placement. The framework measures employment formality, job retention, income change, skill matching, social guarantees and employer satisfaction. Using Uzbekistan’s 2020–2025 labour-market dynamics, the paper shows why declining unemployment alone is insufficient when informal employment remains substantial. A KPI matrix, a national–regional–mahalla allocation of responsibilities and programme-redesign rules are developed. The method shifts public management from counting services and placements to verifying whether a formal, adequately paid and skill-matched job is retained for 6 and 12 months. 258
