Innovative Development of Uzbekistanʼs Railway Transport Based on Public–private Partnership: Theoretical Foundations, Practical Mechanisms, and a Simulation Model

Аннотация
In this article, the theoretical foundations, practical mechanisms, and a simulation model for the innovative development of Uzbekistanʼs railway transport based on public–private partnership (PPP) are examined. The role of the PPP institution in transport infrastructure, the capital-intensive and strategic nature of the railway network, as well as the adaptation of PPP, BOOT, DBFO, and concession models to the railway sector are analyzed [1,3]. Along with institutional and legal factors constraining PPP development in the context of Uzbekistan, several priority directions are substantiated, including the transformation of railway stations into commercial-logistics centers, the development of “green energy” infrastructure, intermodal hubs, privatization of service and technical maintenance, digital service platforms, and financing through green bonds [4,7]. In the methodological section, a simulation model is developed using system dynamics, agent-based modeling, and Monte-Carlo simulation. The model evaluates the economic and environmental effectiveness of PPP projects based on freight flows, investment, operational costs, and ESG indicators [8,13]. The results make it possible to conceptualize PPP as a strategic institution capable of enabling deep innovative transformation of the railway sector.
