At the same time, the peculiarity of the right to health is a set of individual rights and obligations, as well as state and even international obligations, which together are aimed at ensuring global and individual health. In this regard, it has been revealed that during the period of constant occurrence of special (emergency) conditions, the cornerstone problem is the question of determining a fair ratio of the rights and freedoms of an individual with another individual, or the rights, freedoms and interests of an individual with society, or the state.
